Multiple standing charges Portsmouth water

Ive just received my bill from portsmouth water, we are domestic house just 2 people and I'm a bit confused about the charges. They are as follows..standard non-household usage charged at 69.4p, wholesale standing charge £10.19 per annum, retail standing charge at £20.92 per annum and standing charge at £31.10 per annum. Having read the PW guides it is not clear if I should be paying all of these??

My PW bill doesn't break it down at all. Just gives the total figure. For a residential house. But in the accompanying generic information it refers to a single standing charge.0

I've spoken to them and apparently they are phasing in new terminology. The wholesale and retail charges start day after old standing charge. It refers to retail being the adnin of the account and wholesale part being the maintenence of pipes etc..They've been told to make thier billing clearer and break it down might of been useful to update thier website lol0

My name is Clare and I work at Portsmouth Water. The standing charge quoted on your bill ends on 30 June 2015 and will not appear on future bills if the bill period is after 30 June 2015.
The standing charge from 1 July 2015 has been split into two elements. A Retail Standing Charge that cover covers the cost of sending a bill, having a billing account, reading the meter and dealing with any customer contact. The second is the Wholesale Standing Charge that covers the cost of maintaining the meter and having the capacity to supply you.
We have made these changes because we now have to separate the costs of these activates, ready for competition entering the market for Commercial customers which is due to commence in April 2017.
The description of the usage charge should reflect whether the premises is used for domestic or commercial purposes. I see you mention it was stated as non-household on your bill which does not sound correct. Can you email me your address details so we can have a look at this? My email address is

Thank goodness for MSE forum!
Just received my first metered water bill and couldn't make any sense of the standing charges so resorted to searching the Internet and came across this thread. Thank you Clare for the explanation.0
