reducing our three-lane motorways to dual carriageways.
You have a terminology problem.
The vast majority of motorways already are dual carriageways: they have one carriageway in each direction. Each of these carriageways typically has two or three lanes, although some have single lane and some some have 4, 5 or even 6(?) lanes.
The only motorway I know of which is not dual-carriageway is southern half of the A601(M) off M6 J35, which is a single carriageway with one lane in each direction. Also where the M42 and M6T are parallel east of Birmingham it looks like there are three or even four carriageways in places, but these are shared between the two different motorways, each only having a maximum of two carriageways.My postings reflect my lifetime's experience and my opinion. The US system where you just overtake in any lane you want is so much easier. No need to worry about the middle lane hoggers, you just overtake them in whichever lane you are in or is clearest.0

That approach normally works quite well for me on the M25, I often find I make better progress on the inside lane as it's normally completely clear of traffic :j0 -

You also have a terminology problem, you're confusing carriageways with lanes.
A dual carriageway is a road with two carriageways, separated by a physical barrier. Each carriageway is one-way, and can have any number of lanes.
There are examples of dual carriageways with only one lane in each direction.0 -
Mate M1 is terrible for this - Kent roads, fine rarely any hogging, most people return to LHL after overtaking etc.
Same in London - great.
M25 - patchy -
M1 - appaling. Its like people that way just dont know how to drive0 -
