Since the phone function seems to be of limited importance here, wouldn't a better option be a wi-fi only tablet? Better camera, bigger keyboard, bigger screen and can still send the pics via email, since WhatsApp is not supported on tablets. No contract or PAYG data purchase needed: just the one-off purchase cost.

Who told you that the phone function was of limited importance?? Phone was the first thing mentioned. She still needs a phone. Better camera? How do you know that?
WiFi only then limits her usage further.
It makes sense to have both devices combined with the possibility to have mobile data. You'll struggle to get all that function in a Tablet, at a reasonable price.

I've never tried an in store unit for a Lumia device but do they come with Voice Dictation? If so the OP's friend could use that to compose messages seeing as dexterity is limited?

    Yes, they do.

I'm not suggesting that the tablet replaces the Nokia: it would supplement it. We are told that 'she suffers with her hands', so a tablet is going to be easier to operate than a smartphone. W-fi is not a limitation as it's implied that the emails can be sent from home.
No free lunch, and no free laptop ;)
