I think they must rely on users reporting them, but this is especially difficult with re-direct sites as you are taken away from Ebay.
I reported about 30 listings yesterday over multiple IDs - I save all reported listing in a list to see if Ebay does anything, and I'm pleased to report all the items were deleted by Ebay, but some were up for several hours.0
