They need to be authorised vehicle examiners. generally just Road Police are authorised - so not very likely given the decrease in road policing over recent years.

See #40, sometimes it's just printed in the back of their warrant card. So it's possible that some specials have the authority too.

Thats why I said "generally" because there are some exceptions. The point is they have to be authorised vehicle examiners but totally missed your post

Cool, so taking the plate off the car to affix to the trailer is legal (if it's physically possible).

It's easy enough done - It's not the first thing to spring to mind, especially if they didn't realise it still had their plate on it, or if it had been loaned out for a while. Say they had it for a few days, it wouldn't fit with the ticket in the same was as if they'd loaned it within hours of it happening.

He had the trailer originally to fix a light and wanted to use it to pick up a large item. As he had the trailer for about two weeks altogether I didn't know what day he was going to use it. I also didn't know where the item he was collecting was situated.

He said he had attached a sign with own number plate to the centre of the trailer however the camera just picked up mine which wasnt covered/removed.

He has now received a NIP and has the option of the drivers course.
