Advice for 3 nigh stay at Premier Inn County Hall London

The train stops at two places. Tottenham Hale, and terminates at Liverpool St, with the latter the closest to where you want to go.
There's a number of tube routes you could use from Liverpool St, one of which is Circle Line to Embankment, Northern Line to Waterloo. Or Central Line to Bank, Waterloo and City line to Waterloo, etc etc
Bank tube station is within 400m or so of Liverpool St, so it's arguable that you'd be quicker walking there than taking the tube - you'll probably walk that distance or more just reaching and leaving the platforms....
