There are no allowable reasons that I am aware of in England. There is anonymous registration for those people considered at high risk (eg expartners of abusive relationships).
As to the OP's original question, as far as I am aware we have now entered the closed period for updates as the annual canvas has started in which case no updates are made until November0 -

Once you have applied to be included on the Electoral Register, your Electoral Registration Officer will give you a letter stating so if you ask him (or her), which you could show to the loan company.

It is amazing that the UK is so lax about enforcing this obligation. The mechanics and information databases required to enforce it are all there (For example - Who would have known that the DVLA knew your National Insurance number?)
