Wait until the 3 hrs are up and then ring again.
If they still cannot pay you because of a technical problem then you must ask for a short term benefit advance.
This can be done on the phone.
The payment will be in your bank the following day.

If you were local I would have happily gave you some money but presume in this day and age people wouldn't give out banking details due to being worried about fraud. If you can get Martin to accept something from me and pass it on then I will send something over.0

A couple of weeks ago the DWP tried withholding our income support. Different to you and may be irrelevant. You have to be really firm with them if they phone back. I bordered on unpleasant and aggressive, I also threatened very clearly my MP and it focussed their minds enough to pay me straightaway.

Althought that's a nice sentiment, realistically it isn't something moneysavingexpert would allow.
Time Capsule, phone them back and phone your LA. Don't be unpleasant or aggressive or threaten anything. It isn't the individual who answers the phone's fault.0 -
I just want to thank you all for listening and giving advice. I may not have food but I've just found a box of mint tea in the cupboard. I've made myself a cup and I'm going to drink it while I try to calm down. At least, for now, I have a roof over my head and I have hot water. I will report back with any progress that's made.
