That looks like fly tipping to me
They leave Rubbish out in sacks (rather than use the appropriate Containers for Food, etc)
- then the local Foxes and Rats come and feast.
After the party, those filthy Animals don't clear up after themselves

I had a thought after phoning the Police.
Since they said the best way to deal with this is to alarm the Landlord into realising he might get fined because of his Tenants' behaviour...I am going to suggest that the Police either themselves OR through the Council Liaison officer (who is based with them) forward the worst of the photos I've been taking on to the Landlord, with an appropriate message.
He might then realise what kind of people he's leased to. And why they might potentially be more trouble than their rent's worth, if they end up being the cause of him getting into legal trouble.0 -

EDIT - and after the Rubbish was collected on Monday...they have stuck another black Rubbish sack in one of their recycling containers (that has no lid...) - ready to invite the next bunch of Animals...
Question - (if it can be found out), and we find out these people were causing similar nuisances (in regards to Environmental Health) in whichever unfortunate neighbourhood they plagued before ours - can that be used as a basis for Civil action against them?
Or is it the case that we can't use what they might have been doing before moving here as "further proof" of their bad habits?0 -

And the only times they clean up after themselves are when they want to use the Access-way as either their private Car Parking or as Airport Parking for others.0
