Have I missed the post about the discussion the OP has had with the neighbour? Have you talked to the neighbour? And been very clear about how the access should be used for access and very short term visitor parking? That it is a shared facility?
If you have spoken to them, and had an abusive response that makes all this talk of what to do more relevant. I'd be tempted to need a delivery of sand and to inform them of this before hand. A letter posted in duplicate from a couple of different POs with proof of posting has been suggested on other boards as the best way to prove delivery. Then, if you get no response, well, it's not your fault if they've not moved the car. If they do move the car and it can go into the passage, perhaps your builders get held up and don't do the work straight away.
It is horrible living next door to people you feel at war with. I can relate, having had a year of awfulnes with bullying and my tyres being slashed.
Perhaps this post is more about neighbourly reations than motoring and would be better off in The Marriage, Relationships & Families Board.

And yes, I had tried the civil approach (fair and equal usage, on a short term basis).
We also informed him (this was back in 2014) that his going off abroad for 5 months (while telling us he was only going for a couple of weeks) had meant our building work had gotten delayed - because Access was needed.
The outcome of our politeness ended up with the Neighbour continually parking his car against my Mother's car (on the road this is) - damaging her front bumper.
That (and some other nonsense from their side) cumulatively is why we eventually (after 18 months of trying to avoid doing so) had to involve the Police.
While a bollard may prevent them from hogging the Access-way for weeks or months at a time, it obviously won't stop them from laying down Rubbish across it
- for which I'm hoping they get fined by Environmental Health (or a similar body) - hopefully for an amount greater than what they saved by not buying a Resident Permit for several months every time theirs expired - and whatever else they made by renting out the shared space as Airport Parking.0 -
It's not even their house though, as they're tenants? So they don't have the right to oppose you putting in a bollard, as it's not their land?

I can't believe this is still going on. OP, go to the official proper land registry site. Download your deeds and those for next door as well as site plans for both houses. That will cost you around £12 in total. Any rights of way will appear clearly as a burden on your property and will be very easy to identify.
If there are no restrictions on the land, enclose your half with a fence and gate or a lockable removable bollard.
If there is a right of way over the land, if it does not stipulate it's for vehicles, then you could still erect a bollard as this would not be a substantial interference. I would be very surprised if there is a right of way for vehicles.

When the neighbours are out, call round the members of the local gym and ask them to lift the vehicle out to the road. Then put up a bollard/whatever.

My interpretation is that my Household has rights of way over BOTH halves of the Access-way (or "passageway" as said in the Deeds) - and so our neighbours I suppose have the same rights, BUT -
There is no mention of Vehicular ROW (neither Yay or Nay), and -
By dumping vehicles for long periods in the Access-way - we are effectively being denied ROW.
That's my interpretation, but then I'm biased. I'll wait for more impartial opinions (sans Trolls of course).0
