Rather than my phone ringing or an answer phone
Indeed I've noticed that calling other Tesco users I've got the same
Now is this because O2 In my area is saturated ? or just the Tesco usage ?
In other words do O2 treat their customers differently from piggy backs ?

There is some evidence from here AND other forums that YES, O2 do indeed treat their own customers in preference to MVNO's (what you may call "piggyback" operators).
There is even evidence that an O2 Contract takes preference over O2 PAYG.
Our entire family switched away from the O2 network (Giffgaff in our case) because every summer, with the influx of holidaymakers here the network capacity was not enough for Giffgaff to cope whereas an O2 Contract did; we tried it/compared it on numerous occasions.

Having said that, it may well be that other operators do the same .......... though we've had no trouble with Vodafone-based MVNO's.
