Beauty is in the eye of the beholder.

The neighbour doesn't seem to be too great at DIY and you don't appear much of a gardener, but that's the imperfect nature of this universe.

You don't need to be a garden guru to stick in a few tall evergreens similar to the bay tree that you already have, so that when the fence discolours and decays, you don't get to see it, or the possibly more hideous replacement.

He's probably put it there to hide that monstrous bush that's invading your garden and looks like it will soon stretch on to his property

As noted above, the facing will buckle and fall down long before the trellis work above it - you could turn it into a feature! Or does the slatted wood continue to ground level on the neighbour's side and he's just faced the lower area for your privacy? The fence posts look too substantial for a complete 'botch job'.
On your side, however, as Davesnave has said, the 'monstrous bush' looks like a bay, which can be trimmed or trained and is worth a bit, too - take some cuttings and develop a bay tree hedge (crushing the leaves reveals a beautiful herby scent and the whole leaves (remove and discard them before eating the dish) in soup/ a casserole are delightful):)!

Quick edit - better not try and cook with the leaves until you've checked it is bay... eek!

Ugh if the neighbour was going to do a diy fence you would think they would at least stain both sides. Not out of consideration for you but because that wood is clearly not designed for outside and will be totally destroyed soon. If you don't want to grow stuff up it could you try some of the screening stuff you can get? You can get it a few metres high and local cheapo shops like pound stretcher sell it. I would def do that if I were you as even painted the fence won't look nice :(

The posts don't appear to be tanalized. Wait a couple of winters and then push the whole thing over with your little finger.

I would put a trellis up your side.

I'd build another similar one on your side as temporary shuttering, then insert some reinforcing rods and pour concrete between the two fences. When his fence rots away he'll be surprised to find that you've now got a decent wall hidden behind it ;)

And it looks like plain plywood panels... This thing will be half rotten in no time.

Very odd. The hard thing about putting up a fence is putting in the posts. Why he didn't use treated timber is a mystery. It will look really horrible as the ply delaminates.

Always surprises me with fences. Can't help but notice around me, the rotten panels are the ones where whoever put it up didn't follow instructions.

So surely whenever another panel needed replacing, people would take notice of that?
