  • I just don't like to waste any time at all. On the other hand I don't want to go annoying the very people I'm looking for advice from.

    I will wait patiently for said advice now I know my post was indeed visible.

    Back to the ticket - I notice that it doesn't give the usual 'no mitigation' deterrent that a private ticket normally would. I'm hopeful lol.

    Clearly you broke the terms of the car park by not displaying a ticket, but if you were only parked for less than 2 hours and you can prove that you were somewhere else less than 2 hours before the ticket time, then you may have a mitigating appeal to the council.

    They are less vampirish than PPCs.
  • Totally liable for contravening the terms yes I recognise that.

    The situation was that I moved my car there during lunchtime from a residential zone that was further away. The car park is much closer to my work and meant I could make a quicker getaway for an appointment I had. I knew full well it was 2 hours so even set an alarm on my phone. I was horrified when I returned.

    Arrived 13:49
    PCN served at 15:07
    Returned to car at 15:40

    HOWEVER, I don't think at this stage I have any evidence to show I was elsewhere within 2 hours before the ticket was issued.

    The best I have in mind is to just plea for them to give me the benefit of the doubt. Its a long shot I know but better than nothing. I just need to word it right!

  • For what its worth - how does this scale on a grovel factor of 1-10:

    Dear Sirs,

    Please accept my apologies for this contravention.

    I was fully aware of the signage, and please be assured I took time to read the terms and conditions before using the car park. I noted that the first 2 hours were free but seemed to have misunderstood that it was still necessary to obtain a ticket.

    My attention was focussed on ensuring I did not stay longer than the time allowed, and even set an alarm so that I returned within the 2 hours. According to my phone timer, I was parked between 13:49 and 15:40. If you might have ANPR/CCTV footage, I can assure it would support this.

    I am unable to supply any evidence to support my claim, so all I have is to humbly appeal to your discretion and goodwill that you might waive the charge just on this occasion and allow me the benefit of the doubt, particularly that I took care not cause any loss of revenue to yourselves, as would have been the case if a fee was payable.

    You could try saying that you are only 4ft2ins tall and don't read Welsh!

    I would remove the following "I was fully aware of the signage, and please be assured I took time to read the terms and conditions before using the car park."

    and " According to my phone timer, I was parked between 13:49 and 15:40." is an admission of the contravention, albeit within the Govt recommended 10 minutes grace for street parking.

    But whatever you write, it all depends upon the leeway of the adjudicator and how they are feeling that day.
  • I can't really deny that I didn't display a ticket, I expect they took pictures as well.

    All I have is an unsupported claim that I didn't overstay the 2 hours free parking. I did actually set my phone timer so I was hoping this would appeal to their pity. So I should keep it in there?

    It's a mitigation appeal and my own advice would be to admit you didn't pay, that you saw it was free for 2 hours but missed the bit about getting a ticket and that you did not over stay.

    If they have a policy of one transgression gets let off - then you may be lucky.
