If the keeper is the one being pursued then it's a slam-dunk win ... POFA allows for keeper liability only for parking charges. No stopping/waiting charges are not covered by POFA therefore you can invite the PPC to pursue the driver - whom you shall not be identifying.

the keeper is being pursued the letter informed me that " If after 28 days beginning with the day after this notice is served, the PArking Charge Notice has not been paid in full, and we have not been made aware of the name and crrent serviceable address for the driver, we do ahev the right under schedule 4 of the Protection of freedeoms Act 2012, to recover the charges from the registered keeper of the vehicle at the time it was parked so much of rgar amount remains unpaid."
I'm not sure what to do at all... I do have a POPLA code...

Complaint to the DVLA and Trading Standards, and why not try your friend at the BPA again, that this company are seeking to use legislation (namely Schedule 4 of the Protection of Freedoms Act 2012, to hold the Registered Keeper liable where that legislation applies specifically to incidents relating to parking, whereas the parking company are alleging a charge in relation to a 'no stopping' prohibition.
At best, the landowner (not the parking company) could pursue the driver only for Trespass, and in that event, the charges would be restricted to actual or nominal damages, not an arbitrary £100 charge.Je Suis Cecil.0 -

the time it was parked , so its a parking charge now , if they wish to continue , they will have to make there minds up
I would copy that letter and point out to the BPA that they must be wrong , or Park direct have answered with the wrong information , possibly from another case ,
because on the letter they have sent you it clearly says that the offence is parking , and they have told the BPA it was for a stopping offence ,
if you are going to comply with PD , then you must ask for the grace period to be applied.0 -

Please clarify if this was issued as a stopping offence or a parking offence as the attached clearly states a parking offence and Park Direct have informed you it was a stopping offence.
You must be incorrect, or Park direct have answered with the wrong information, possibly from another case.
