Electoral roll delay causing issues

I moved house in June & update our details on the electoral roll with the LA.
I have existing debt on a credit card which was 0% however the deal ended at the end of July.
Before it ended I applied for a Barclaycard which had a 0% deal running with the intention to transfer the balance.
I have never been rejected for any kind of credit &, as far as I was aware have an excellent credit rating.
I was therefore horrified when my application was declined & immediately signed up to Equifax to see what the problem was.
The only issue I could see on my file was that I wasn't shown on the electoral roll at my new address. I spoke with the council who said they had received & approved my application to be added to the roll, however due to it only being updated every few months I won't be shown on it until September. They did offer to send a letter confirming that I have been added.
So I have a few concerns now:
1. How much of an impact on my credit rating will the rejected application have?
2. How soon should I wait before applying again (I'm anxious I am now incurring interest on my balance)
3. Would the letter from the council have any bearing on an application? (I suspect not)

1. 1 application = barely no impact at all
2. Wait at least until you are showing as being on the ER on all 3 of your credit files
2a. I personally would probably wait at least 6 months from being on ER showing on files, so assuming it goes on in Sept 2015, I wouldn't apply until March 2016.
3. If you are appealing a Decline, it can’t hurt to try.I'm a Board Guide on the Credit Cards, Loans, Credit Files & Ratings boards. I'm a volunteer to help the boards run smoothly, and I can move and merge threads there. Any views are mine and not the official line of moneysavingexpert.com0 -

Why would you wait 6 months of the electoral roll showing on the Credit reports? They usually show when you went on the electoral roll. Unsure why this makes a difference.0 -

I would wait 6 months if not longer as most companies like stability in the form that you have lived at your address at least for 6 months. I couldn't remember if the CRA's actually update the files with the date you were added to ER or just the month that they have updated the files. Either way, if OP went on the ER in June and the CRA's had it showing as June, then 6 months from then.I'm a Board Guide on the Credit Cards, Loans, Credit Files & Ratings boards. Doesnt make sense though. The credit report doesn't show when the electoral roll entry was added to the report.
It does usually show when you were added to the Electoral Roll though and how many years you are on there including previous addresses.
I think you are getting confused between the two.0
