He was put on GLUCOSAMIDE in powered tablet form - which he won't take

There's quite a few cat owners using golden paste on the Turmeric User Group on Facebook, so I wouldn't write it off before trying it.

One trick I've heard for really fussy cats is to pop the paste on their paws - their desire to be clean overrides their dislike for the paste. They may get yellow stained paws, but I'd pick that over a cat in discomfort. And many apparently are happy to eat it, either as-is or mixed with food.
