The police officer you are accusing of being useless because she isn't immediately able to sort out someone saying something mean to you in the park, may also have a caseload that includes rape, serious assaults, child abuse and murder.

They also all have targets they have to hit, none of which are met from the types of issues the OP is complaining about.

I would tend to agree with that.

Its a shame these lying little (probably huge lard- a..r...s...e..s in the event) characters are trying to lord it there at the moment. But, hopefully, they wont be there forever.

The facility does need to remain - for when these louts have moved on and more normal people are living in the area.

Would it give you more confidence to deal with these louts if you went to assertiveness training classes, self-defence classes or mugged up on the legal position? - and then carry on in a normal sort of way to use these facilities when you decide to.

My own take is to mug up on legal position to deal with this sort of person and it usually shuts them up - but you may favour other approaches. Horses for courses....

I'm sorry to hear what is happening but I'm not so sure its likely to change. If these people are lazy and inconsiderate and enjoy causing trouble ( for some people it seems to be a pastime!) they are unlikely to change. It could be the more you complain the more they get annoyed and carry on or get worse.

Have you tried speaking to them in a social way about something their than their behaviour? Maybe once they get to know you a bit they will calm down and stop being on the defensive? If that doesn't work then there are mediation services especially for neighbours, but both parties would have to agree to try it.

I think stopping kids and adults for that matter from being loud and inconsiderate is practically impossible. Unless its really late at night or they are really really out of order than there isn't much anyone can do.
