Given only 5 days to pay(inc.w/e)?

Options
A friend has received a parking ticket today 27/07/15 from parking eye.
Date on letter is 23/07/15 and the date to pay the fine tomorrow, 28/07/15. They also cite the April 2015 court of appeal where the outcome was in Parking Eyes favour.
This doesn't give much time for an appeal to be submitted.
Any advice gratefully received.

its not a fine, its a speculative invoice

Beavis was in the Supreme Court last thursday appealing his speculative invoice for the third time, so nothing has been settled up to now, plus it wont be until about october 2015

read the NEWBIES sticky thread, and appeal it using the template letter on their website

its 28 days from the date of the letter for an appeal

So, even if the deadline is tomorrow will the driver still be able to appeal?

And complain to the BPA about the stupid dates.

the driver should not be appealing

PE normally send an NTK in the post to the RK, after getting their details from the DVLA, so its the keeper that is appealing, not the driver

Ok, so this should be written on behalf or as the registered keeper?

the template in the newbies sticky thread tells them what to say and from whom (the KEEPER)

so as the person who received the letter was the RK, it is they that will be appealing using the PE website appeals section as the KEEPER (not driver)

plus it is they that should complain to the BPA with copies of this paperwork ASAP too (by email)

with respect, you should be reading the template and NEWBIES sticky thread before posing any questions ;)

or the RK should be (the person the NTK was addressed to)

plus it has the BPA email address too

The whole point here is that PE are NOT following the BPA CoP. Therefore your first port of call is to the BPA.

You can either do that now, or wait till after the date PE have given for the appeal. If they then reject your appeal as out of time, then the complaint to the BPA might just see them make the PPC cancel the ticket.

    I would wait.

Because of the deadline, I have emailed both BPA and Parking Eye on behalf of the registered keeper.
I have received a reply from BPA who say they have written to PE regarding this.
