Plumbing bill sent 15 months after the work was done

15 months sounds about right with my plumber too. Just because The bill is late this does not give you any rights not to pay him.0

As there are mentions of obligations in law to pay him there are few obligations in law all trades are required to adhere to before doing any workat a customers home.

If the plumber hasnt followed these laws i think you will find the OP doesnt actually have to pay him.

Surely when you had the work done you would have been given a quote and had the money to one side ready to pay him so it should still be there no?
Just give it to him, he's a bit of a plum not to have invoiced you quicker but he's still entitled to his money because he did complete the work and I take it you were happy with the standard?House renovation savings £25,000/£25,000

The regs cover anyone who does work at your house and charges more than £42.
Read it, educate yourself, then comment.
