15 months sounds about right with my plumber too. Just because The bill is late this does not give you any rights not to pay him.

Most people would regard 15 months interest free before being asked for the money as a bonus not something to whinge about ;)

As there are mentions of obligations in law to pay him there are few obligations in law all trades are required to adhere to before doing any workat a customers home.

If the plumber hasnt followed these laws i think you will find the OP doesnt actually have to pay him.

Far too many are unaware of this powerful legislation and their legal responsibilities when doing work at someones house.

OP didn't say that the plumber was a doorstep seller.

Surely when you had the work done you would have been given a quote and had the money to one side ready to pay him so it should still be there no?

Just give it to him, he's a bit of a plum not to have invoiced you quicker but he's still entitled to his money because he did complete the work and I take it you were happy with the standard?

No. He's not taking the Mick. But it sounds as if you are. Just pay the man.
The substandard jibe is completely uncalled for. If the work that he did for you is not substandard, then why even mention it.

Well done for proving you didn't read the link.

The regs cover anyone who does work at your house and charges more than £42.

Read it, educate yourself, then comment.

No where in the link does it say anything about being entitled to non-payment. It's not clear either that he has broken any of the rules in there.
