    I think you are massively over-reacting.

    Money-laundering regulations mean that solicitors, as with anybody else involved in a very high-value transaction, has to be certain that they are dealing with the right person. Photo ID is by far and away the simplest solution to that. Photo ID is required for so many different aspects of modern life that it is very, VERY rare for somebody to have none whatsoever.

    I doubt that - I'm sure there are thousands of people who don't drive or have not needed to get a driving licence renewed since the introduction of photocard licences and/or who have no need nor desire to travel abroad.

    I wouldn't say it's very. very rare to not have photo ID.

    I don't, my eldest doesn't, my mum doesn't.

    It also gets tricky if all the bills come out of the spouse/partner's account, as you then don't have any utility bills either.

    Been there, done that etc.

    As an example of what I referred to earlier, Nationwide's list;-
    UK and European Economic Area Nationals

    Please supply one document from the UK Photo ID list below:

    Copy of a valid full UK Passport
    Copy of a valid full UK Photocard Driving Licence

    Alternatively please supply one document from the Proof of name list and one different document from the Proof of current address list.

    Acceptable proofs of name:

    UK based Bank or Building Society statement (less than three months old, internet banking statements/Nationwide Flex Account statements/Cheshire, Derbyshire and Dunfermline building societies statements are not acceptable)

    Copy of a Valid full UK and Northern Ireland Driving Licence (old style paper)

    National ID Card (EU Only)

    HM Revenue and Customs notice of coding (less than twelve months old)

    UK Firearms Licence or Shotgun Certificate

    Benefit Letter (less than twelve months old)

    Acceptable proofs of current address

    UK based Bank or Building Society statement (complete full month required, less than three months old, internet banking statements/Nationwide Flex Account statements/Cheshire, Derbyshire and Dunfermline building societies statements are not acceptable).

    Copy of a Valid full UK and Northern Ireland Driving Licence (old style paper)

    HM Revenue and Customs notice of coding (less than twelve months old)

    Gas, electricity or telephone bill, not mobile (less than three months old, internet statements are not acceptable)

    Mortgage statement (excluding Nationwide, Cheshire, Derbyshire and Dunfermline building societies), water bill or council tax bill (less than twelve months old, internet statements are not acceptable)

    Benefit Letter (less than twelve months old)

    What huge problem? It costs £34 for a provisional driving licence.

    If we all had ID cards, as in many countries, this would not be an issue.

    New bank account? No problem.
    Benefits claim? No problem.
    Young person buying booze? No problem.
    Selling a property? No problem.
    .........? No problem.

    When 90%+ of us already have photo ID, it isn't a problem. For the rest, it's an easily resolved problem.
