The question should be , The tenant died because he couldn't afford to pay for new locks from forced entry by the emergency services.

How do I get the stains of a dead body out of the carpet and can I take it from the deceased deposit as well as costs of porters removing the body to the morgue?

Sure, but expect the bill if I choke on it.

While in residence the obligation to pay rent continues, I don't see why you expect a landlord to remove a tenant in such circumstances;)

You wouldn't know the tenant's health status unless you planned to breach the tenant's right to "quiet enjoyment" by inspecting without consent and notice.
