You've paid for a service, I think that getting that service is a reasonable expectation, without having to pay an extra fee in case they fail to provide.

I don't think these examples have much relevance. The OP is asking about a service rather than a product.

I thought RM compensation arose from the Postal Services Act, or something like that - I'm no expert.
