It all sounds pretty awful and miscommunication somewhere but as they adhere to FSA rules they don't/can't earn interest. Whether they do it for any other reasons is debatable.
Then it may well be what they are doing to the OP. Blocking, delaying and being obstructive so that a number of people write the money off and walk away.
Send the letter to the Luxembourg address and if no joy, complain to the UK authorities. Don't just walk away.0 -

Again, I'm told by the operator "there's nothing I can do, I can only escalate it" - So I asked for an address that I can send a pre-legal notification to, and they are only giving me an address in Luxembourg. Is there a UK address?
She updated the details and sorted it in a matter of minutes.
I'd try a couple more times to escalate within Paypal, try their email complaint and call and ask to speak to a supervisor or someone higher up, for the latter it may be you need to get them to call you back.
Failing that, use Twitter and Facebook to try and get a response.
I do agree with others above saying contact Ombudsman and take it further, still do that but be aware that that takes more time. The best option to get a quicker resolution is to pursue Paypal and exhaust all options there..0 -
I already have. I've had it escalated multiple times, requested call backs, multiple pings on facebook/twitter. Never get a response from any of them. I'm just going round in circles at step 1.0

I also gave a formal complaint through their website, but it says it can take up to 8 weeks to get a response!!!0

If you have followed their formal complaints process than you will able to go to the Financial Ombudsman Service after the 8 weeks have elapsed if no joy.
I remember reading years ago there was a business who used to supply items to Festivals - every year once Glastonbury etc came around, like clockwork, Paypal would limit the account and the very respectable business had to jump through ridiculous hoops each year to access the funds. I seem to recall a big stink created in somewhere like The Guardian eventually showed Paypal the error of their ways.0 -
I thought I would post.
This is now sorted. I have my funds. I had posted looking for advice over on Reddit, and a journalist from the Mirror reached out to me. We had a back and forth, I passed forward case details etc. Within an hour of her contacting PayPals PR department, my account was unlocked.
Unreal - 7 months fighting with paypal, nothing. 1 hour of a journo fighting with them, funds released to me.0 -

Thanks for the update - as I posted just above you, it's amazing how quickly Paypal will move once a journalist gets onto it, and Paypal are scared by the impending bad PR..
I do wonder how many accounts are just frozen and people just give up the will to fight it.0
