Problems for additional card holder (Tesco)

I recently applied for a Tesco credit card and was accepted. However, I'm having trouble adding my partner as an additional card holder.
We've lived together since 1989, moved to our current address in 2009 and both of us have been on the electoral register since 1988 yet Tesco insist on extra documents being sent to verify my partner's identity. All of the other cards I've held since 1989 have issued my partner with an additional card without the need for extra validation, has the law changed or is this something that only Tesco are doing? If I were to apply for another card from another provider would we face the same problems?
She has none of the documents required by Tesco on their List A (passport, residency permit, national identity card, driving licence, benefits book etc) so we are at a loss as to how to proceed. Tesco aren't being helpful, either.
Has anybody else managed to overcome this?

I am an additional card holder on my husband's Tesco card and I didn't need to provide any paperwork. This was within the last 6-12 months. Something has gone awry here.Grateful to finally be debt free!0

Ditto, except my other half is the additional card holder and I'm the main card holder. Didn't have to provide anything and this was only 1 month ago.
Maybe some information you have given them has rung alarm bells with them and they want verification?
Does your partner not have a bank account? Any bills in her name? Proof of being on electoral roll? Tax return or annual statement from HMRC?I'm a Board Guide on the Credit Cards, Loans, Credit Files & Ratings boards. We have a joint current account, most bills have both our names but she doesn't have any of her own. She doesn't work but doesn't receive any benefits so that route is out.
As for proof of being on the electoral register, how do we get that?0 -
Before going down that route, you've had 2 people tell you now that this isn't normal for Tesco to ask for ID when adding a secondary card holder so you may want to go back to Tesco and ask them what, if anything, has flagged this up?
No point getting all this extra documentation if Tesco won't accept it.

I will go back to Tesco and ask again, Last time I was just told to get her to provide the documents even though I explained all the problems.
Yes, she was born here, she's more British than I am tbh. We're in our 50s, this hasn't happened before that's why I asked if there was a law change or something that meant additional card holders were 'vetted' now.
She's never been allowed to drive due to a medical condition and really doesn't have a passport (neither do I) so that route is closed.0
