PC Bug?

Can anyone please suggest what I can try next?
PC is running Windows XP and IE7
PC was running fine a couple of mornings ago, but when it was turned on again in the afternoon and connected to the net, the initial home page came up and then no other website could be accessed.
If you close the page and then try to open another one, nothing appears to happen.
When you go to shut the pc down, the pages suddenly appear (although blank) and then close down.
A restart allows you to access the home page again.
So far I have
Checked the broadband connection and that is fine.
Ran Norton, AVG and ad-aware, but nothing coming up there.
I checked the files on Norton and they seem to show that Norton is blocking the connection to Tiscali?
I tried clicking on 'trust' and doing a restart, still didn't solve the problem.
I tried disabling Norton, no help there.
I am banging my head against a brick wall trying to sort this out for a friend, so any advice would be very much appriciated.

I'm not sure what the problem is but it may be worth checking that you have the correct dns server settings.

IE isnt set to work off line or somthing stupid like that?
What are you DNS settings? click start, run, cmd and ipcofig/all
how are your dns setting issued? manually or dhcp?
Clear out your temp internet files, temp folder, history and maybe cookies if none of the other clear out work.0 -
you could always uninstall norton and see if that is the problem...:D

Thanks for the suggestions.
I will not be able to check the DNS settings until later today, but this is what I forgot to put in my OP last night (sorry was tired and stressed).
I had previously set her History to 0 days, so nothing to clear there.
I ran a disk clean-up and defrag.
I tried a system restore, but it kept saying that it was unable to do it.
A couple of days ago, it started to work again after all of my messing around.
It was still fine the next morning, but when it was switched on in the afternoon, the problem was back.
I have tried repeating everything that I did without success.
I have read on here about a bug in one of the IE7 updates that affected a pc running Vista and wondered whether that might be the problem, but obviously the solutions for Vista and XP would be slightly different.'We can get over being poor, but it takes longer to get over being ignorant'

Try the Firefox web browser, which will tell you if the problem is with IE7 or something common to both.
Try repairing the network connection. Start - Control Panel - Network Connections - Local Area Connection (or Wireless) - Repair.
Start - Run - sfc/scannow - OK. You might need an XP CD.0 -

Double checked all files were cleared, which they were.
Clicked on start, run, cmd and ipcofig/all
got a message saying that there were no files, folders or programs by that name!!
I did manage to get it working again (don't know how), but when I did a re-start, it played up again.
I don't really want to do a complete system reboot for her if I can help it.'We can get over being poor, but it takes longer to get over being ignorant'

Make sure you're doing it properly: click Start - Run - type cmd - OK. In the black window that's just opened type:Clicked on start, run, cmd and ipcofig/all
got a message saying that there were no files, folders or programs by that name!!
ipconfig/all > temp.txt
notepad temp.txt
Paste the contents here.0 -
Only bit that I didn't do was add the
>temp.txt
I will try adding that and see what happens
It may take a while as my friend does not have wireless, so I have to keep driving back and forth from her house to mine!'We can get over being poor, but it takes longer to get over being ignorant'

You need to insert a space after ipconfig:
ipconfig /all
It won't work if it's ipconfig/all (without the space before the /)
HTH.
