How long to get a tax rebate from HMRC after submitting R40 form?

I submitted several R40 by recorded mail on 25/04/15 and no reply yet. I have tried ringing them on the following numbers for days on end but NO ONE EVER ANSWERS! There is no online way of contacting them that I can see (?)

They are well known for keeping people on hold or not answering so I haven't tried.

On my letter with tax rebate received 8 weeks after submission of R40 the number given is

03002003300 Tax Office Telephone

It was sent from BX9 1AS which is a special address created by the post office but I think its Newcastle as it doesn't exist as a postcode and no street name is needed.

However I sent my R40 to Cardiff!

Maybe try one more time to get through on phone and if no joy write to them again and ask !!!!!! they are doing with your applications or words to that effect!:)
