Supply pipe repair in Scotland

As the title says I am in Scotland so different rules to England.

Basically the main pipe that supplies water to my neighbour (he is a council tenant) is leaking under his garden. This pipe runs down the entire street (under the front gardens) with a branch off to every house.

My neighbour called the council who sent an inspector. The inspector has contacted me and has stated that we will have to pay for half the repair cost. Is this correct (don't really see how it can be as the leak is not on my land and does not affect my supply at all. How can I be responsible for repairing a pipe that is beyond my supply and is on council land ?)
