Can a gas debt be reclaimed through an electricity meter

I just got home and found my electric had run out, which I thought was odd as I topped it up last week.
When I went through the screens my standing charge is now nearly £10 a week.
Two questions: Can a gas debt be reclaimed though and electric prepay meter? I thought they were separate contracts.
What is the most that can be reclaimed through a meter? My usual weekly spend is less than £10 on electric.
