'Letter before County Court Claim' but had no rejection? ParkingEye

Hi,
I received a parking fine from ParkingEye through the post in April which I appealed to using tips and information I found on these forums. (great help by the way, thanks for info)
I've never had any further response from them since and after reading up online it appears sometimes they can take weeks get back to you, if even at all.
I thought after no response that the appeal must have been accepted and that was the end of it.
However yesterday I received a notice that I failed to appeal to POPLA within 28 days of my rejection, I wasn't even aware I was rejected.
Which route do I go down now for appeal? Is it worth putting in an appeal to POPLA now?
I can provide more information if you let me know what is required.

can you please give a full lime line of events ...... and where did the dastardly deed take place?
When you have all the information you will be told to complain to the BPA who will hopefully then force parkinglie to give you said POPLA code

April 26th - "breach of terms and conditions" took place at hospital car park.
May 1st - PE printed parking charge
May 6th - Received charge in the post
May 9th - Replied with appeal through PE website
July 6th - 'Letter before country claim' from PE printed
July 13th - Received the letter in the post
"ParkingEye has rejected your appeal in relation to Parking Charge Notice."
"The 28 days have now passed and you have not appealed to POPLA or paid the parking charge in full. As such we must inform you that unless a payment of £70.00 is made within the next 14 days, further action will be taken and this is likely to lead to court proceedings, which will incur further costs."Why does the thread title say Court Fines?
You've not been to court, and you haven't been fined.
Apologies I wrote the title based on what I remembered from the letter. If possible I will try to update to 'Letter before county court claim'.0 -
so complain to the BPA that no rejection was received and so no popla code was received either , enclose copies of all paperwork and the timeline
I am wondering is this coincided with whistlr ceasing trading, so post went missing
and what have you done about complaining to the trust or PALS and getting them to cancel this invoice ? (nothing I bet , so do so asap)
and no , you cannot appeal to popla without a valid popla code, ie:- one that is valid and has not expired after 28 days, which PE says yours has0
