Airline not operating anymore

Is there a way to still claim compensation if an airline is no longer operating?
Im not sure if they have actually gone bust or just stopped operating.
We had our flight delayed back in 2010 on Viking airlines both ways and the return trip was particularly bad with a very long delay, coaches, sleeping at airports etc.
Any advice would be great.
