If these cracks are only 1 to 2mm thick, why do they need a builder?! Surely a painter and decorator would suffice?! I reckon they have a mate who is a builder who hasn't got much work at the moment...
I'd offer to go round with a tub of Polyfilla and some paint and do it for them. It shouldn't take too long if it's just the walls (stripping walls and preparing skirting boards etc would obviously take longer - but repainting walls is really easy!) and even if they don't trust you, they know where you live if anything happens!0 -

During my visit, they passed me a quote for £350.

And did you politely inform them that any requests for repair need to come from their landlord and not from them as tenants?0 -
They are being cheeky in my view, plus if they are making an offer hair line cracks will help them get it cheaper.
I live in a property that has a council property below it, i flooded them by turning the washing machine on and not connecting the waste pipe up.
Cost to me? Nothing, the council fixed them up. They are renting. I could've come crashing through their ceiling and it would have cost me nothing haha.
It is possible the vibrations may have caused cracks or made them worse but i wouldn't stand for their stupid demands or the cost, its a council property.0 -

What was the £350 for ? Overboarding a ceiling and skimming and painting is more than £350. How big is it?
I wonder if they filled the cracks in with decorators filler and painted over it :rotfl:

I could disagree with the idea of leaving the solution up to council officials, as you never know what kind of person you'll get. In my experience, authority figures are to be avoided until it's absolutely necessary and I always prefer to solve the problem on a personal level.0

You came here for advice and you've been given good advice. Follow it.
File their quote away at the back of your desk and forget it. Do not reply to them. Do not pay them. Do not write to them. Do not do anything.
If in the future they say "How about that quote?", you reply "I'm waiting to hear from the flat owner." or "Seemed a bit pricey to me, but it's your decision - are you willing to pay them that much?" and then walk away.
