The fog lights are often on because , in the minds of some younger drivers, they think the car looks like it really has DRLs . Quite common to see them doing this in my locality.

I was stopped by a copper yonks ago for having my fog lights on. I'd driven a fair distance early morning when there had been fog for a while and forgot to turn them off. They had a separate switch and no indication inside they were on. Weather can change quickly as it had. It was an Audi Coupe GT.“Learn from the mistakes of others. Rear ones in rain bother me more. Not only the glare, but playing the "Are they braking or have they got their fog lights on" russian roulette game is not one I enjoy playing on a wet motorway. Yes, visibility can be impaired in spray but the negatives outweigh the positives when it comes to use of rear foglights.
You wouldn't believe how many people think its advisable to use fog lights in rain despite the clue being in the name!0 -

Actually it's because of motoring magazines (and indeed TopGear), they went through a phase of photographing cars with the headlights and fog lights turned on. it's that generation that do it to "look cool".

No,nothing to do with making your car look like it's got DRLs at all, boy racers have been doing it for years, I can remember it going on way back in the 80's, well before DRLs, it's because of statements from manufactures such as 'Sporty Front Fog Lights' (quoting Peugeot 206 literature as an example) and as mentioned the motoring press like to show cars looking 'sporty' and headlights and front fog lights on gives that impression, so of course, people copy this thinking they are cool, I've even seen pensioners in flat caps driving Citroen Zara Picasso's doing it (uncool or what?) Personally when I see it I just think Wayne Kerr must be at the wheel.I hate football and do wish people wouldn't keep talking about it like it's the most important thing in the world0
