    There's no such thing available in the rest of UK so it's not an alternative unfortunately.

    Yes, there is a cost to the Citizens Card, and a photo to buy, though if someone needs photographic and / or age verification without having a passport or driving licence then it seems ideal.

    Don't know of any other way unless the OP has a national entitlement card (concessionary bus pass).

    Hope the OP gets something sorted.

    My B & Q Diamond Club card has written on the front "for the over 60s"
    and it costs nothing, mind you I never had to prove I was that age.
    The OP appears to have disappeared not even telling us which awkward organisation caused all this
