It costs £15 though so I think the electoral roll card is a better alternative. I've also never been asked for proof of age and was particularly fed up the first time, as I was convinced they'd say 'no way, you're much too young'. I always carry my freedom pass and it might be worth finding out what age your local authority issues them.
There's no such thing available in the rest of UK so it's not an alternative unfortunately.
Yes, there is a cost to the Citizens Card, and a photo to buy, though if someone needs photographic and / or age verification without having a passport or driving licence then it seems ideal.
Don't know of any other way unless the OP has a national entitlement card (concessionary bus pass).

My B & Q Diamond Club card has written on the front "for the over 60s"
and it costs nothing, mind you I never had to prove I was that age.
