So you open the windows all day when it's hot outside and turn on the extractor which sucks the hot outside air in and you are wondering why the room is so hot

Close the windows and cover them during the day, then open them only when the out side is cooler than in.

Make sure you leave the blinds/curtains closed during the day while the sun is facing your room.

Well I only stay like once a week at moment as its so bad here, was pouring with rain today and flat was still scorching despite windows being wide open since I was last here so I only put the extractor fan on when I am in the room, and people in other rooms have identical issues with heating.

Couldnt do with closing curtains, I feel ill without natural light even more so in a small room.

Are there any AC outlets on that building very near to your room?
What is on the ground floor of your building - more student accommodation?

Try getting a small fan and then putting lce behind it so it blows cooler air around the room.

Directly below is a small supermarket/convenience store(I was thinking the heat from the fridges rising) and rest of it is a small shopping are with a glass surround,

The property I am staying in is ex offices.
