Parking question ...

Hiya, I hope someone can help me with this one.
I live in a cul de sac/square which has allocated parking spaces, 1 per household. The parking bays are clearly marked and are located around the outer edge of the Square, opposite the houses/flats. It is a small Square with only 6 properties. The area between the front of the houses and the parking spaces has been laid with tarmac. My property is the first 1 as you come into the Square, and the first parking space is also mine. The house 2 doors down has 4 cars, so they park in their own space, and because the property next to mine is empty at the moment, they use their allocated space for their 2nd car, which I have no problem with. The on street parking in the area has always been bad, but recently the main road that leads up to our Square of houses has been much more busy than usual and there has been no on street parking, so they have been parking their 3rd car horizontally across the outside of their house, on the tarmac. Unfortunately this is directly opposite my parking space, and with them parked there, it does not leave enough room for me to pull in / out of my space, and so I cannot use it. I have left several polite notes on their car asking them not to park there, and have also asked them in person not to park there, but they continue to do it. One of the draws to me buying this place was the private parking, as I do shift work and can often be coming and going at odd times of the day. In my opinion they are causing an unnecessary obstruction, and stopping me from using my private space. I have taken pictures each time and kept evidence of the problem it is causing me. I know it may seem petty but I do not see why I should have to park 3 streets away because they have chosen to park inconsiderately and blocked me from using a space which is solely for me. The tarmac area also is clearly not meant to be parked on, as it is needed for people to manouevre into their parking spaces. The question is, what can I do about this? I believe fines can be issued for causing unnecessary obstruction, but as it is a cul de sac with no through traffic, would this qualify as one? The only person they are actually obstructing with their car is myself. I'd be interested to know what people think in terms of reporting it / what solution may be best.
