nope , if it was a windscreen ticket (like this one was) its day 29 to day 56 for POFA to apply, so they could not get DVLA details in the first 28 days
had it been anpr , then the letter would come in the first 14 days for POFA to apply (not 3 weeks)
so in either case, its never 3 weeks unless the anpr letter is late arriving, meaning its outside of POFA , or if they had fraudulently obtained RK details from the dvla by not waiting 4 weeks
in your case, its a windscreen ticket, so its appeal after day 21 ( in the last week) before they have to get RK details0 -

So it appears to have been cancelled without them even opting to go to the appeals stage.
I'd like to say a big thank you to all who helped with the guidance and advice. I couldn't have done this without you.

I finally got a response:
Good Morning
Thanks for coming back to me.
Our policy is within legislation, we do not discriminate we simply require a valid blue badge to park in a disable space, as the signs advise.
We would now consider the matter closed, if you wish to take the matter further, you would need to seek third party advice.
