NPE formal demand

My son recieved a formal demand from NPE ltd stating that a PCN was issued on the 19th April outside a shop on Dereham Road Norwich.I can honestly say that the supposed first letter has never been seen at my address and so I printed off the standard appeal letter from this site and now I have a letter saying the appeal was not received in time so they cannot consider it and they still want their £100.It sates that a PCN was 'issued',I assume this means a ticket but no ticket was ever put on the car.The signs there are totally inadequate.What can he do now? How do I obtain a popla code?

    so you do the same as all the others who were sc@mmed there

    if the appeal was not received in time, they wont issue a popla code, because they dont have to

    the real questions are

    1) what date was the NTK issued to you ?

    2) what date did you send the appeal letter (its deemed delivered 2 days later)

    3) did you get a free certificate of posting from the P.O. ?

    I have rad and followed the appeals process but my isuue is that no initial letter arrived at my house.The offence date was 19th April and I dont know if a photo of his car was in that letter because we never received it.The Formal demand letter is dated 11th Juneto whicj I replied on the 5th June,A letter arrived dated 2nd July saying the appeal was too late.My argument is that the first letter never arrived ,I note from previous posts that they have only recently added the anpr 'yes' to the website page so should I appeal on the basis that If an ANPR was used(I dont know this as the letter didnt arrive)the alleged offence was officially before they added this to their permitted actions?

    they use a bloke on a pushbike with a camera , then send the numbers to the DVLA , NOT ANPR , and no ticket on window , = non compliant with POFa = tell them to speak to the driver , which you will not name .


    this only applies IF you have not named yourself as the driver in your previous letters

    I hope you have not implied or identified yourself as the driver !

    I would create a timeline of the events, copy all the paperwork and complain to the BPA by email (with attachments) that you appealed the papwerwork you received and no popla code was given

    if you think that no NTK was received in the correct timeframe , say so

    then see what they come back with as to the series of events, as your rambling posts above dont make it clearer for me, sorry to say , nor did you answer all of my questions either

    looking at the above, a windscreen ticket was issued (even if not found on the car) on 19 april 2015

    the NTK arrived on 11 june so within the 29 to 56 days

    there is no way you sent the appeal in on 5th june as the NTK didnt arrive until the 11 june , you probably mean the 15th june, not 5th

    then the appeal was rejected on 02 july, meaning they received it and rejected it

    I assume no popla code was issued

    therefore , put this into a BPA complaint and tell them no popla code was issued despite replying "in time"

    give them the CORRECT timeline of events, no typos

    or:- if they are saying anpr was used, then the NTK should have arrived by day 15 , by about 4th may , tell them no NTK was received, only formal demands , plus no popla code with the rejection

    I think NPE are trying to bamboozle you

    Many thanks for your time my friend,Indeed I should have typed the 15th June.No ticket was on the windscreen and I have never received a photo of the offence.The formal demand I received states that the opportunity to pay the discounted rate had passed so now it was £100.I did not get PO receipt for the letter I sent but I have had the reply rejecting my appeal so they obviously got the one and only letter I sent so far.I will now compose the letter you suggest and keep you posted Thank You Neil

    Just as an addition,I enquired about the use of ANPR by this company as I had read on earlier posts that they were not 'registered' with the BPA.A later post around May time noted that this particular option was then showing as ticked on the BPA website so I asked them what exact date they were registered to have this service and I got this reply:-

    My question now surely is If they dont issue window tickets and they do not use ANPR,how can these tickets be legit?

    Following my previous posts I wrote to the company and asked how they issued the charge when no ticket was issued and they were not registered with the BPA to use ANPR and I today received a letter saying that my appeal has been accepted and cancellation of the charge.DO NOT PAY THESE PARASITES!
