NPE- Dereham Road, Norwich

I have a dispute with NPE over a parking notice for the “offence” of parking outside a parade of shops near the KFC on Dereham road. It was after 11 o’clock at night. I pulled off the road and parked in front of a shop that was closed whilst I went to the KFC. I hadn’t left the car for more than 10 minutes and as the shop I parked by was shut I was not in any way impeding the operation of the business. There was no ticket on my car. I didn't spot the parking restriction signs.
37 days later I received a parking notice in the post with a demand for £60. The letter contained a very grainy image of my car. It would be hard to identify exactly where the car is parked from this. I investigated on the internet and the advice at the time appeared to be to ignore the letter which I did. 3 months and a further 3 letters later I am now faced with a demand for £149 and the threat of court action.
I have spoken to the owner of the shop who was very understanding but claimed he was not able to help in any way "because he has a contract with NPE". Customer services at KFC were sympathetic but have also denied any responsibility.
My next course of action is to follow the advice of the sticky thread by Daisy and respond to the debt collector to acknowledge their letter. I shall be disputing this on the grounds that the charge is completely disproportionate to the scale of the alleged offence or inconvenience to the store owner. From what I have read on the internet this is a problem all over the city.
Any advice would be greatly appreciated.

    Oh, it's only another computerised Debt Recovery Plus letter, already shown in detail in the 'NEWBIES READ THIS FIRST!' thread where I talk about 'Debt Recovery Plus' and also on the 'PPC Letter Chains' sticky thread (the old pre-POFA link has the best pics because people have ignored this junk mail letter chain for YEARS). All the DRP and Zenith letters are shown in pictures; the whole chain.

    Also already covered on about 3 new threads a day at the moment. Search the forum for the keyword 'Recovery' and compare notes with the other posters beating themselves up because they also missed the appeal deadline and are getting the same junk mail. And please read those two sticky threads & links.

    A few months back, we got soooo busy with new threads, all the same, that to ensure no-one missed out on advice I spent hours writing a sticky (info) thread for the top of the forum, giving it capital letters saying:

  • Ensure that you have your receipt from KFC.

    Write to NPE and tell them that you will not be paying their speculative invoice and demand that you would like to see proof that the premises KFC relates to a different landowner and that it is your belief that all the premises along that stretch belong to the same landowner and as you were shopping at KFC you indeed HAD PERMISSION of the land owner.

    They will write back and tell you that they cannot give you this and further demand payment threatening further action which they cannot do. Then you write to POPLA stating the above.

    I just received a letter from POPLA informing me that NPE were not able to produce any evidence to challenge this resulting in me not having to pay.

  • It was suggested that I should post my POPLA decision so that everyone can see how I managed to fight NPE - I will do this tomorrow after getting it scanned so that hopefully no one else will be caught out by yet another one of Norfolk Parking Enforcement's traps - I say traps as their signs are often very difficult to see, NOT printed on reflective material rendering them invisibly by night, using misleading parking iconography namely the blue 'P' which is identified by motorists as an invitation to park!

    Hi could I have a copy of the letter you are talking about please as we have just received a parking ticket for parking outside a shop and popping into KFC and we are going to appeal but don't really know how to go about it. we have about a week left to appeal.
