Lebara Mobile setting charges for non-existent prefixes

On the Lebara "UK pre-pay rates" page there's a link, thus
Click here for Prices for 08XXX number excluding 084 and 087.

The list in that PDF file should be very short, with just a single entry, thus
080 - free
but the file actually contains a long list of prefixes.

Careful study reveals that Lebara are still setting prices for the old 0831 and 0836 mobile prefixes and 0898 premium prefixes that were withdrawn from use on Phoneday in April 2001.

Have they not realised that there hasn't been a single call to these numbers for almost fifteen years and that they have received no bills from carriers for calls to those numbers?


Their file Click here for Prices for Isle of Man & Channel Islands numbers contains out of date prefixes such as 04481 (now 07781) and 04624 (now 07624), also withdrawn in 2001.

Their file Click here for Prices for 05XXX numbers contains out of date prefixes such as 055883, 0505876, 0558866, 0558888, 05060366 and others that haven't been used since 2001 or earlier.

I know it can take a while for documentation to be updated after changes, but fifteen years is a bit too long!

Additionally, their file Click here for Prices for 084, 087, 116 and 118 numbers --> For full list please click here states that "The Service Charge for the number is announced at the beginning of the call by the company you are calling" but this is not true because there is no such requirement.

Finally, Ofcom's new call charge system that came into effect on 1 July 2015 requires a single Access Charge to be set covering all 084, 087, 09 and 118 numbers. Lebara has set five different Access Charges Click here for Prices for 084, 087, 116 and 118 numbers ranging from 25p per minute to £5 per minute depending on the number called.

Have they got a clue what they are doing?

    I've tried contacting them to no avail. I'm pondering whether to notify OFCOM of their breaches....
    I spent 25 years in the mobile industry, from 1994 to 2019. Worked for indies as well as the big networks, in their stores also in contact centres. I also hold a degree in telecoms engineering so I like to think I know what I’m talking about 😂
