Where to report use of 084 number

I rented a car from Hertz over the weekend and encountered a problem which left me stranded for around 4 hours on Saturday morning.
My anger and frustration weren't helped by the fact that the only numbers provided by Hertz for customer support are 084 numbers - which my mobile operator charges 40p a minute to call. Having been told by the breakdown service that they couldn't help with my issue I spent 4 hours calling both the rental office (Heathrow) and Hertz central customer service. Heathrow failed to answer any of my calls while the central customer service were sympathetic but had me on hold while they too tried to contact the office. All in all I must have spent a fortune on calls.
While I'm in the process of claiming this back though I'm looking for the specific detail on use of 084 numbers as I understand that these were not permitted as of June last year when the CCR's came into force. I can't though seem to find the exact detail. Can anyone help?

I believe OFCOM only deal with complaints about telecommunication providers.
Trading standards might be more useful given OP is complaining about a car hire provider rather than telecommunications.You keep using that word. I do not think it means what you think it means - Inigo Montoya, The Princess Bride0 -
As I understand it, the law gives them an exemption: the FCA says that they should be moving their numbers away from the 084 codes anyway, even though the law (as it stands at the moment) says they don't have to.0 -
Try 0345 instead of 0845, Seems that can work sometimes.

Not sure I'd bother.
The rules is they must offer a non 084.
