    The OP asks if the call is free with Sky Talk, not whether it's free ,generally.


    It would be free on Saturday, as Talk includes free weekend calls, but it is free at any time , if you have the Anytime phone package (ie £5/month).

    Calls to 03 numbers cost the same as calling 01 and 02 numbers and count towards inclusive allowances on landlines and on mobiles. This Ofcom rule has been in place since their introduction in 2007.

    Calls to 01, 02 and 03 numbers may be 'inclusive' but they are never 'free'. Calls to 080 numbers are free from landlines and (since 1 July 2015) free from mobiles.

    If this is to do with a self assessment tax return? Is there a tax office near to you? Some do have a walk in policy. But may need an appointment.
