Paypal negative balance

    But it was the bank who reversed the transaction, via a chargeback, not PayPal.

    According to the first post Paypal reversed the transaction.

    Reversing the transaction.
    Paypal are down £450 because they reversed the transaction.
    With no offense to the OP who has been conned, here are the facts.

    Paypal receive payment on behalf of the seller.
    Paypal tell seller to send item to a specified address.
    Buyer tells Paypal that he hasn't received item at specified address.
    Seller says item was sent to another address.

    In what part of that is it Paypal's fault?
