This could be interpreted as a contractual charge, did the paperwork mention v.a.t?
Anyone with £90 and a few hours to spare could have some fun parking across the entrance to the car park and then enquiring how to pay the £90 fee for so doing ("oh, and once I've paid, I presume that means I can leave my car there indefinitely?")Je suis Charlie.0 -

PoFA 2012 extended the power of police and local authorities to remove vehicles so they can do so on private land (but they will be very reluctant, especially the police, and the LA would charge the landowner).
However, the point in this and other situations with similarly-worded signage is that they are effectively granting you permission to park obstructively in return for £90. Why would the police want to get involved with a vehicle parked with permission?Je suis Charlie.0
