Just had a charge notice letter form CP-Plus.
I am Registered disabled and I Parked in a car park in Worthing for 33 mins, in a disabled bay with my blue badge showing.
It states that its free for disabled drivers parked in disabled bays.
In the letter i received it shows my car entering and leaving the car park and in the letter they say that no evidence of parking payment was made.
I have searched the for threads on the forums but not seen one like this before.
What do i do next?

follow the appeal procedure in the NEWBIES sticky thread , appealing as keeper and not mentioning any driver details
add an extra point that the driver is disabled and the blue badge was on display and the signage states its free for BB holders (if this is correct)
bear in mind that the BB is not relevant on private land, but the EA2010 is relevant
do you have pictures of the signage we can study ?
if so, host them on tinypic or photobucket and provide us with a "dead link", as in change the http to hxxp in your reply with the link
also complain to the landowner stating the EA2010 and insist the charge is cancelled
frankly, I cannot see how they can apply free parking for disabled drivers in this pay and display car park, how do you make the BB holder exempt from paying ? does it say ?0 -

Have followed the appeal route.
It is a public car park that we have used for ages and its states that its free parking for disabled blue badge holders. have sent them proof of this, so will wait for there reply.

if the car park is public then what are CP PLUS doing managing it and not the council ?
check the status again and contact the landowner, whoever they are, and insist the charge is cancelled and that parking rules are clarified for BB holders
ANPR cameras do not monitor parking events, only the time in and the time out , nothing else
if its supposed to be free for BB holders, then how do they ensure BB holders are not ticketed ? clearly they are because you were ticketed
a lot of questions need answering there , like how a BB holder is exempted from paying0 -
Was this the Montagu Centre car park in Liverpool Gardens?
If so it is a private car park according to a sign at the entrance as seen on Street View. The entrance sign gives no detail at all and refers to other signs in the car park for charge details. I could see a sign from Street View, quite high on a lamp post but couldn't zoom and read anything.
From a bit of Googling it looks like this used to be NCP managed and has only fairly recently changed to CP-Plus. Perhaps the BB's were free under NCP but are not now with CP-Plus.
The Montagu Centre was purchased not too long ago by a company called New River Retail Ltd. See HERE for their site and contact details.0 -
Yes it was Montagu Centre car park in Liverpool Gardens.
I have used it for ages with no problems. I will go contact New River Retail Ltd and see what they say.

looks like you havent taken notice of the signage, because if its recently changed hands and you think its been the same for years, then you have not noticed the changes and any new rules
best get a landowner cancellation if you can, but appeal as well0 -

They did.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
