MSE News: 0800 numbers now free to call from mobiles

On my EE bill, at the bottom, it says:
"From 1st July 2015, The Access Charge for calls to numbers beginning 08, 09 or 118 will be charged at 44p per minute"
Now that doesn't look like 'free' to me.
It should have said 084, 087, 09 and 118
