Best way to seal/resurface concrete floor

The problem
House & garage about 40 years old
Surface of garage floor is breaking up/crumbling - nothing major but doesn't look good and is getting worse over the years.
Not sure that garage floor (external from house) has damp proof membrane and whether that's the source of the problem and whether this was the construction standard back then.
Anyway, want to do something about it to stop further deterioration and improve appearance.
Can anyone suggest appropriate method of repair?
