Credit check preventing mobile contract issue

Hi
My OH came over from ireland last September and has been in full time employment since.
She is on the electoral roll, has a bank account and pays the usual direct debits etc and has no outstanding debts or loans etc.
However she is unable to obtain a pay monthly mobile contract via carphone warehouse and we also tried directly through EE but because she doesn't have 3 years credit history in the UK she's being refused.
Just wondering are there any companies who do not need such assurances and extensive background checks?
Is it possible to get a new phone and contract by making a deposit or something instead?
Just wondering if anyone who's been in the same boat can advise please.

Start with a sim-only contract. It will help with creating some credit history too.
Ignoring the credit history, there are PAYG deals wit bundles that are very similar to sim-only pay monthly contracts in all respects.0
