Sending chocolate to the USA... do I need to put a CN22 form on the package?

So Andorra (which is physically within Europe and surrounded by the EU, but requires a CN22 form) isn't overseas by your definition, but the United States is?

Where did a pendant come into it?
I thought that it was chocolates and not jewellery that was being asked about.0 -
Does the FDA still require you to pre-notify? Last time I sent some chocolates to the USA, the Royal Mail wouldn't accept it until I'd gone through the pre-notification procedure. This was, however, a long time ago.
