Sending chocolate to the USA... do I need to put a CN22 form on the package? It's the customs declaration form.

I send chocolate to US friends as gifts sometimes- I mark it candy and as a gift and never had a problem so far.I Would Rather Climb A Mountain Than Crawl Into A Hole
