Individual officers aren't bound by the ACPO tolerance guidelines.
To be honest, if someone drove past them 1mph below the recommended tolerance, pulling a troll face expression, I'd expect them to be pulled over.
Driving at or below the speed limit under this circumstance demonstrates good observation and passes the attitude test.

Well I got done at 37 by a mobile camera, and was told its currently zero tolerance and even 1mph over the limit will be fined and get points0

Are speedos on older cars less accurate eg speedo says I'm doing 35 but actually 33.0 -
Not necessary so, a "mobile speed camera" are normally run by a camera partnership and are a more complicated version of a Lidar gun with a data out live feed, they are connected to a laptop and external data recorder.
The operator has a keyboard to mark the speed and enter a marker to save the file to the second drive.
Unless the copper was holding such kit he would have had the hand held lidar and would need to stop you and write a ticket for the offence.I do Contracts, all day every day.0 -
Could have been a meter, but a friend of mine got done about 20 years ago for doing 31 in a 30 zone and he swore at the time his speedo said 35 (not to the court, though)0

Maybe maybe not, Its just in my area its currently zero tolerance, local police forces have their own guidelines

All I saw was the copper stood there in uniform holding a speed gun or what looked like 1 from where I was.0 -
If the police officer is holding a laser it will not also have a camera.
If he wishes to deal with you he will stop you and issue a Traffic Offence Report (TOR) or report you for summons if your speed is excessive.
The officer has likely set him/herself a higher threshold for stopping and dealing with speeders.
IT is possible, yet extremely unlikely that he was taking a note of speed and registrations to pass that to the ticket office for processing. Most cops value the opportunity to get best evidence (ID the driver, record responses etc), so if you were not stopped, I'd suggest they were not interested in dealing with you.Make everything as simple as possible, but not simpler.0 -
IIRC if the person wasn't wearing a police uniform it may depending on where it happened have been someone simply doing a speed survey (IE not for enforcement but to get some stats for that stretch of road prior to potential speed calming or police enforcement).
At one point at least one force was sometimes giving a speed gun to neighbourhood watch groups in villages who complained about the speeds, so they could then do some checks on the speeds and then the police would send an officer to do enforcement (IIRC the officers sometimes ended up being very unpopular with the locals who had complained about people speeding through the village, as the locals were often the ones doing the speeding).0
